ENCINITAS – The city of Encinitas celebrates its ongoing relationship with sister city Amakusa, Japan, from 1 to 4 p.m. Aug. 3 with the fourth annual Japan Festival at the Encinitas Library. Participants can try Japanese foods such as inarizushi and edamame, make origami art, listen to music from Reiko Obata, a leading American koto player in traditional and jazz music, and more.
