The Encinitas City Council voted unanimously Feb. 11 to move forward with an interim, arts-focused development plan for the former Pacific View School site, which the city bought last year.

The plan calls for rehabilitation of the dilapidated buildings that would eventually allow for museum, educational and other community space.

Based on the findings of a subcommittee headed by Councilwoman Lisa Shaffer and Councilman Tony Kranz, the City Council recommended five components:

• Use the site on an interim basis for a living museum or cultural center focusing on Encinitas.
• Develop a process with the city manager’s office to solicit architectural services.
• Work with city staff members to develop a process for conducting facility rehabilitation work.
• Transfer $500,000 from the city’s 2014 bond debt service to the Pacific View Master Project ($480,000) and maintenance budget ($20,000).

Shaffer expressed hope that architectural services could be done on a pro bono basis.

The meeting drew 14 speakers, some of whom expressed concern about the amount of parking the site would need and questioned whether there might be more state Coastal Commission requirements needed than the City Council might anticipate. Several voiced support for the city’s plans.
