ENCINITAS — Community organization Engage Encinitas hosts the next installment of its Citizens Academy series, “How to Engage with the City and County,” Feb. 11 from 6 to 7:30 p.m. at the Encinitas Library, 540 Cornish Drive. Topics will include ways to find out about public meetings, how to sign up for recreation programs, street and public lighting repairs, disaster preparedness and voter registration.
