A proposed update to Encinitas’ city housing plan was losing in preliminary results from Tuesday’s election, according to the San Diego County Registrar of Voters as of 11:45 a.m. Wednesday.

Measure U, calling for revised height and density limits for housing in city limits, among related policies, was headed for defeat 51.79 percent to 48.21 percent with 63 percent of precincts reporting.

If the measure officially ends in defeat, it would be the second such proposition to fail in Encinitas. In 2016, Measure T, which called for similar updates in an effort to align the city’s housing policy with state mandates, was rejected by a similar margin of votes.
