Oceanside CA- The identity of a body found floating face down in the San Luis Rey River, late September, was released by the San Diego County Coroner. The victim was William Edward Binkinz, 69, the cause of death was listed as drowning due to methamphetamine intoxication. The victim was found in an area known for transient camps, on September 28, by a couple walking their dog, they called 911 and Oceanside Lifeguards and Police retrieved the body.
