Multi-Agency Sweep Nets Eight Arrests

Vista CA– A multi-agency probation compliance sweep occurred, Saturday, June 7th in the City of Vista, netting eight arrests. Deputies and Officers conducted 28 contacts to determine if there were any conditions of their release being violated. This operation is a part of the Regional Realignment Response Group.
California AB 109, known as Realignment, went into effect in 2011, in response to a federal court order for California to reduce overcrowding in its prisons. It shifts responsibility for non-violent criminals from the state to local level by sending some offenders to county jails instead of prisons.
The goal of the Regional Realignment Response Group is to track known offenders and their associates. Deputies then tie that information to actual crimes and devote resources to address safety issues in local neighborhoods. A similar sweep was conducted in April in which five people were arrested. In March, a county wide probation sweep resulted in 43 arrests, many of those arrests were AB 109 offenders.
The following people were arrested during Saturday’s probation sweep:
(Name, Age)
Morales, Juan Carlos, 19
Pearson, Timothy, 48
Poling, Johnny, 38
Pina, James, 52
Soto, Rogelio, 35
Juarez, Alejandro, 28
Escalante, Sergio, 31
Bubany, James, 39
In a crime rate survey conducted last year by The San Diego Association of Governments (SANDAG), Criminal Justice Research Director Dr. Cynthia Burke said, “Public safety realignment, as enacted under AB 109, does not appear to have resulted in an increased number of violent crimes reported to law enforcement in San Diego or most other California cities,” continued Burke “But AB 109 may be one factor in property crimes holding steady or seeing slight increases in this region, while other places in the country are experiencing continuing declines.”
Members of the Oceanside Police Department, Carlsbad Police and Escondido Police assisted the San Diego County Sheriff’s Department in conducting the probation sweep which took place from 7:00 a.m. – 5:00 p.m.
