Oceanside CA— On Friday, October 16, 2015 at 12:45 p.m., units conducting an Illegal Encampment Detail called for emergency cover, following a taser deployment at an illegal encampment in the preserve near SR-76 and Frazee to the rear of the Von’s supermarket.
The officers on the detail encountered a substantial campsite, which included three tents and evidence of long-term occupancy.
There were five campers on site, one of whom officers recognized as Shaun Lell who had an active felony warrant for failing to register as a sex offender.
Lell refused to follow orders to exit the tent and get on the ground. When the officers attempted to arrest Lell, he resisted attempts at handcuffing. A taser was deployed at Lell but it had no effect.
After a lengthy struggle, Lell was taken into custody.
Three others at the camp were also arrested for other misdemeanor arrest warrants.

Surveillance Leads To Narcotics Arrest
Also on Friday, Special Enforcement Section detectives developed information about a wanted subject identified as Tim Taylor, who was armed with a 9mm pistol. Taylor was scheduled to turn himself into the court on October 15th. When he did not show, a warrant for his arrest was issued. SES detectives located Taylor at a hotel in Vista.
At about 5:00 p.m., detectives observed Taylor arrive at his vehicle. Due to the large number of people in the parking lot, and the potential Taylor was armed with a weapon, detectives chose to follow Taylor and wait for another opportunity to arrest. Taylor was followed to the movie theater parking lot on Vista Way. Detectives watched Taylor remove property from his vehicle and place it in a parked car. A records check of the second car revealed it was a stolen vehicle, recently stolen from Oceanside. Based on the amount of vehicle and foot traffic in this area, detectives again chose to follow Taylor to a better location for an arrest.
Units followed Taylor to the 300 block of Apollo in the City of Vista. They watched Taylor pull into the driveway. They took advantage of the opportunity to block him in and conduct a felony stop. Taylor was arrested without incident and was found to be in possession of methamphetamine and heroin packaged for sale.
