Escondido CA— In June of 2015, Escondido Police detectives identified 52 year-old Vista resident and dispatcher with the Camp Pendleton Fire Department, William Francis Walsh, as actively importing and distributing known files of child pornography online to others.
In July of 2015 a search warrant was executed at Walsh’s residence where computer equipment related to the investigation were seized.
The subsequent forensic analysis of the equipment seized from Walsh’s residence was found to contain an extensive collection and history of child pornography images and videos downloaded and distributed electronically from the residence, including those acquired by investigators during the investigation.
On November 3rd, 2015, Walsh was arrested without incident in the City of Vista by Escondido P.D. and members of the U.S. Marshals Fugitive Task Force. Walsh was transported and booked into the Vista Detention Facility on the following charges:
- PC 311.1(a) Possession of Child Pornography
- 311.2(b) Distribution of Child Pornography
- 311.3(a) Sexual Exploitation of a Child
- 311.10(a) Advertising Child Pornography for Distribution
- 311.11(c)(2) Matter Depicting Child Sexual Sadism/Masochism
The Escondido Police Department and the San Diego Internet Crimes Against Children Task Force, routinely conduct targeted, proactive investigations to seek out and prosecute those who sexually exploit children online.
