“Maximizing the potential of opening up government data troves will require a major culture shift in government and a leap of faith from skeptical members of the public,” said Swapnil Jadhav, manager of business intelligence and analytics for the City of Carlsbad. “But, the disruption has already begun to occur, leaving cities with two choices: lead or follow.
