Arrest Made in Encinitas Hit and Run

Encinitas CA—On September 22, 2017, at about 7:27 p.m., Ashley Mullins Lane was crossing the roadway in the 100 block of Encinitas Boulevard when she was struck by a white Ford F-150 pickup truck. The driver of the truck exited his truck and spoke with the witnesses who were tending to Ashley. He then proceeded to drive away.
As a result of the collision, Ashley sustained several bone fractures, a concussion and has had three strokes.
With the overwhelming help of the public deputies were able to identify the truck and suspect, who was later identified as thirty-eight-year-old Justin Parker. Mr. Parker is a resident of Encinitas.
A search warrant was served on Mr. Parker’s residence in Encinitas. Numerous items of evidence were located at the residence. Deputies also located two large-capacity rifle magazines in his house.
Another search warrant was served at a custom automotive shop in the city of Riverside. Mr. Parker’s truck was located at the shop. Although the truck had already been repaired additional evidence was located.
On October 5, 2017, at about 6:30 p.m., Mr. Parker turned himself in at the North Coastal Sheriff’s Station. He was arrested and booked at the Vista Detention Facility for hit and run with serious bodily injury and possession of a large-capacity magazine.
A bail enhancement was requested on Mr. Parker. His bail was set at $250,000. Mr. Parker ultimately bailed out of jail at 1:00 a.m. this morning.
