San Diego County CA— The SANDAG TransNet Independent Taxpayer Oversight Committee (ITOC) released its Annual Report highlighting the Committee’s milestones and SANDAG accomplishments during fiscal year 2018 (FY 2018).
ITOC Chair Dustin Fuller presented the 2018 Annual Report to the SANDAG Board of Directors recently and went over the results of both the annual FY 2017 TransNet Fiscal and Compliance Audit and the FY 2018 TransNet Triennial Performance Audit, which are included in the report.
The fiscal audit concluded that all TransNet-recipient agencies are in compliance with the major provisions required under TransNet.
The performance audit found that SANDAG and its partner agencies are on track in meeting the primary goals of TransNet with solid practices in place over areas such as capital construction, the environmental mitigation program, and transit services. In addition, the performance audit also noted areas that SANDAG and partner agencies need to strengthen, such as developing a performance framework to analyze TransNet progress against goals.
The annual report also includes ITOC recommendations as a result of the TransNet Ten-Year Review, and it details the ongoing efforts to implement the SANDAG Plan of Excellence and its 7-Point Data Accuracy and Modeling Work Plan. The Annual Report highlights several major TransNet-funded projects, such as the Mid-Coast Trolley, that have been completed or are underway this year.
ITOC meets every month to discuss ongoing TransNet priorities and projects, and to provide feedback to the SANDAG Board of Directors. Joining the ITOC is Gregg Sadowsky, who was appointed following a selection process to fill a vacant seat. The Committee is comprised of seven professionals with different specified areas of expertise. Sadowsky is filling the role of a professional with extensive experience in real estate, land economics, and/or right-of-way acquisition. Sadowsky is a resident of the Carmel Valley area of San Diego and has 34 years of experience in commercial real estate, operations, and development. ITOC members are chosen by a Selection Committee composed of a panel of city mayors and county supervisors.


About the ITOC

The TransNet Independent Taxpayer Oversight Committee aids in the implementation of the TransNet program, the San Diego region’s half-cent sales tax for transportation improvements. With the passage of the TransNet Extension Ordinance and Expenditure Plan in November 2004 (Proposition A), it was mandated in the Ordinance that an Independent Taxpayer Oversight Committee for TransNet be formed to provide an enhanced level of accountability for the expenditure of funds under the Expenditure Plan. The Committee helps ensure that all voter mandates are carried out as required and develops recommendations for improvements to the financial integrity and performance of TransNet.
