Senator Patricia Bates Announces Housing Planning Grants for Encinitas and Oceanside

Sacramento CA— Senator Patricia Bates (R-Laguna Niguel) has announced that the California Department of Housing and Community Development (HCD) has awarded Local Early Action Planning (LEAP) grants to the cities of Encinitas ($300,000) and Oceanside ($500,000) to help create more housing supply.
“I thank the Department of Housing and Community Development for awarding housing planning grants to Encinitas and Oceanside,” said Senator Bates, a member of the Senate Housing Committee. “The grants will aid in the cities’ efforts to provide for their housing needs now and in the future. I will continue to work to ensure that our region receives its fair share of state funding.”
Funding for the grants comes from the 2019-20 state budget, which allocated $250 million to help prioritize planning activities that accelerate housing production. HCD established LEAP with $119 million in one-time grant funding for cities and counties.
Encinitas will use its grant to encourage mixed-used development and public participation in planning. Oceanside will used its grant to help establish new zoning standards that will facilitate infill and redevelopment.
Senator Bates previously announced LEAP grant awards for Aliso Viejo, San Juan Capistrano, San Clemente, and Rancho Santa Margarita. The LEAP grants are in addition to SB 2 (2017) planning grants that she has announced for Aliso Viejo, Dana Point, Rancho Santa Margarita, San Clemente, and San Juan Capistrano.
