Federal cuts raise concerns among area school districts and programs

San Diego County school districts, including in North County, are grappling with cuts to education that are putting immigrant students in peril. In May, the federal Office of Budget and Management published its 2026 Skinny Budget Report. The 46-page document calls for eliminating $890 million from English Language Acquisition and $428 million from Migrant Education.

For some time, New Community Church pastor Derek Dapena and his team have wondered how they can do more. Realizing it was time to take a new approach with their nearly century-old organization, they shared the idea with Vista city officials, starting a journey in what Dapena calls ministry and marketplace.
